Leading and Driving Innovations in
Early Childhood Education since 1965


Since its establishment in 1965, Victoria Educational Organisation (VEO) has been a pioneer in delivering high-quality early childhood education in Hong Kong. With eight kindergartens and one nursery school, VEO educates over 3,500 students per year, fostering a lifelong love of learning in a stimulating, nurturing environment.

VEO set a benchmark by being the first kindergarten in Hong Kong to integrate English teachers into the classroom, creating a one-teacher-one-language model with native Chinese and English-speaking teachers working side by side. In 2007, VEO further innovated this practice through trilingual classes (Cantonese, Putonghua, and English), led by three professional native-speaking teachers per class. This immersive trilingual approach, combined with a low student-to-teacher ratio, ensures all students enjoy personalised learning that prepares them to thrive in a world outside the classroom.

With a rich legacy of inspiring young minds, VEO prepares multilingual individuals to embark on lifelong learning journeys. Our alumni network spans diverse fields, including medicine, law, business, education, music, and the arts. Many of our graduates have become leading doctors, lawyers, entrepreneurs, CEOs, educators, musicians, and artists, all having taken their first steps at Victoria!

During COVID-19, VEO continued to innovate to equip our teachers, and prepare students to reach their full potential – to be future ready to navigate post-pandemic world.
To promote Chinese culture and values amongst our students, we held together with renowned partners a new project that immerses students in the Chinese traditional art of gilt decoration, igniting their creativity and enriching their sense of identity.
